Like, we discussed two departments in the beginning that there are two separate departments. There is a separate ministry for higher education which takes care of it. When is the Central Advisory Board of Education? Next point number six is control. Now what is in control, how much control does the Central Government keep in its hands, how much control does it give to the local governments or how much control can the state government exercise?
